EPA HQ News Release – 2015 O3 Designations

On June 6, EPA Administrator Pruitt sent a letter to governors to inform them of EPA’s efforts related to the National Ambient Air Quality Standards (NAAQS) for ozone promulgated in October 2015.  EPA is extending the deadline for promulgating initial area designations, by one year, for the 2015 ozone NAAQS.

2008 Ozone Conformity Links

EPA has released two transportation conformity guidance documents related to implementation of the 2008 ozone NAAQS:

  • Guidance for Transportation Conformity Implementation in Multi-Jurisdictional Nonattainment and Maintenance Areas

Two Final Rules Related to the 2008 Ozone NAAQS Published in the FR on May 21

On May 21 EPA published two final rules related to the 2008 ozone NAAQS in the Federal Register.

The first of the two rules:

  1. establishes the method for classifying ozone areas for the 2008 ozone NAAQS;
  2. establishes the attainment dates for areas in each classification;
  3. bumps up several areas in California to higher classifications; and
  4. revokes the 1997 ozone NAAQS for transportation conformity purposes.

Also, published today was the final rule that designates nonattainment areas for the 2008 ozone NAAQS.

Both final rules are effective on July 20, 2012.  The one-year conformity grace period starts on the effective of the designations.
